As Manager of the State Reporting Team, you will lead the team responsible for complex state regulatory reporting, supplemental and statistical filings, certificates and renewals, filing fees and assessments, and related regulator correspondence across a broad inventory of legal entities and jurisdictions. The role is accountable not only for the quality and timeliness of filings, but also for serving as a key reviewer and sign-off point, coordinating with business partners on new or changing state requirements, and maintaining strong process discipline across filing calendars, trackers, documentation, and workflows.
You will supervise four Specialist-level associates and work closely with leadership across FRAP and with partners in Regulatory Solutions, Legal, Compliance, Tax, and other business areas to deliver complete, timely, and accurate submissions and responses.
Key Responsibilities
- Leads the planning, preparation, review, and submission of complex annual, quarterly, monthly, and event-driven state reporting deliverables, including supplemental exhibits, statistical forms, surveys, certificates of authority and compliance, filing fees and assessments, and other jurisdiction-specific filings across multiple legal entities.
- Serves as a reviewer and sign-off owner for supplemental and state filings, including certifications and filing packages submitted to regulators and other external parties.
- Coordinates responses to state regulators and other external parties and partners with internal data owners and subject matter experts to resolve filing questions, new requirements, and compliance issues.
- Monitors new and changing state requirements and leads the assessment, ownership determination, and implementation of new filings, revised due dates, and process changes.
- Ensures timely initiation, tracking, and completion of filing-related payments, invoices, renewals, and assessments in accordance with state requirements and filing instructions.
- Maintains and improves filing calendars, master lists, sign-off trackers, supporting documentation, and workload management tools to improve transparency, quality, and timeliness.
- Focuses on talent management and engagement within the organization, including performance management, coaching, development, workflow balancing, and coverage planning to keep critical work on track during capacity changes or absences.
- Coordinates and leads multi-team efforts related to filing process changes, regulator communications, compliance interpretation, and issue resolution.
- Drives process optimization and stronger analytical discipline by standardizing approaches, clarifying ownership, and identifying opportunities to streamline repetitive filing and review work.
- May perform other responsibilities as assigned.
This position will be hired on a SuccessFlex basis.

Work schedule: 2 days in office, 3 days remote.

Key Responsibilities:
Manages planning, preparation and review of complex federal, state and local statutory financial statements and reports, supplemental and statistical forms and data calls, and/or employment, premium, sales/use and personal property tax returns as well as related journal entries in accordance with state and federal laws, regulations and/or instructions. These reports, forms, returns, and data calls are provided to various state and federal regulatory bodies, Fortune Magazine, various ratings agencies (S&P, Moody's, AM Best, etc.), debt-holders, the Nationwide Audit Committee, various state agencies and/or others.
Coordinates and actively participates in the development and design of new and enhanced systems and processes within the assigned area(s).
Focuses on talent management and engagement within the organization. Leads associate management, including performance management, salary planning and administration, training and development, workflow and organizational planning and disciplinary actions.
Stays informed and analyzes the potential impact of pending legislation and proposed new or revised GAAP and Statutory accounting policies, including the evaluation of the cost to the enterprise. Coordinates the research, analysis and implementation of new and/or revised accounting policies, procedures and disclosures with Accounting policy.
Ensures timely initiation of high dollar amounts of related tax and fee payments as required by the state and federal laws, regulations and instructions.
Provides audit evidence and support to external audit firms and state departments of insurance. Also, coordinates responses to requests and inquiries from external auditors, IRS, state departments and examiners, statistical bureaus, and/or other regulatory agencies on analytical inquiries, compliance and/or data quality/integrity matters. Prepares and/or reviews information to be used in the administration and settlement of federal, state and local financial and tax audits.
Coordinates the optimization of financial and regulatory reporting processes to produce high-quality results in an efficient and effective manner, while meeting all established deadlines. Responsible for finding opportunities across the organization to streamline reporting processes.
Manages and reviews work performed by less experienced staff and offshore contractors.
Researches and advises senior management on key competitor and industry financial reporting practices.
Prepares, reviews and maintains documentation and testing of controls over financial reporting. Assists in design, implementation and operation of internal controls over financial and regulatory reporting processes.
Leads initiatives to strengthen Controller ship's analytic competencies.
Coordinates and leads multi-team efforts on selected projects.
Represents Director/Associate Vice President as assigned. May attend conferences or trade association meetings.
May perform other responsibilities as assigned.
Reporting Relationships: Reports to Director or Associate Vice President; Manages a team of 4 or more finance professionals.
Typical Skills and Experiences:
Education: Undergraduate degree in business administration, accounting, finance, insurance or other relevant academic subject areas preferred.
License/Certification/Designation: CPA or relevant industry designation (e.g., CPCU, IIA, FLMI) preferred.
Experience: More than five years in public accounting, equivalent industry experience or relevant insurance experience.
Knowledge, Abilities and Skills: GAAP and/or statutory accounting bases. Insurance regulatory requirements. Complex financial statement preparation, including consolidation of companies/subsidiaries. Financial/statistical analysis. Principles of taxation and the related impact on financial statement preparation. Accounting and/or business operating systems. Project management concepts and techniques. Must have the ability to lead in team or project environment. Must have the ability to analyze financial or statistical results and trends and interpret complex financial reporting requirements. Must have verbal and written communication skills, with an ability to communicate professionally with regulators and business partners. Ability to interpret changes in reporting and legal/regulatory requirements relative to the impact on financial statement preparation, premium and payroll taxes and supplemental or statistical filings and to the formulation of company or business area policies and procedures. Must possess decision-making skills for problem identification and appropriate solution recommendation. Must have the ability to operate and maintain efficient financial information networks, systems and software.
